The City University of New York (CUNY) and the Professional Staff Congress (PSC) have reached a tentative labor agreement that marks a significant milestone for over 30,000 full-time and part-time faculty, adjuncts, and professional staff.
Running from March 1, 2023, through November 30, 2027, the nearly five-year deal includes wage increases, equity adjustments, and a lump-sum ratification bonus of up to $3,000, pending approval by PSC members.
CUNY Chancellor Félix V. Matos Rodríguez hailed the agreement as a major achievement for the university’s workforce. “This inclusive contract reflects our commitment to providing fair compensation and support for our teaching and non-teaching staff. We thank Governor Hochul and PSC President Davis for helping us finalize this deal just in time for the holidays,” he said.
PSC President James Davis emphasized the contract’s far-reaching impact: “This agreement secures better pay, stronger benefits, and improved working conditions while supporting the vital mission of CUNY. It’s a win for workers and students alike.”
Key Terms of the Agreement
- Wage Increases: Across-the-board raises for all employees:
- 2023: 3%
- 2024: 3%
- 2025: 3.25%
- 2026: 3.5%
- Ratification Bonus: One-time payment of up to $3,000 (pro-rated for part-time staff).
- Adjunct Pay Boost: By 2026, adjunct lecturer pay will increase, with per-course pay implemented starting summer 2027.
- Paid Parental Leave: Expanded from 8 weeks to 12 weeks, now including eligibility for foster care parents.
- Welfare Fund Contributions: Increased funding to enhance employee benefits and wellness programs.
- Continuation of Pilot Programs: Multi-year appointments for adjuncts, stipend opportunities for defined projects, an enhanced research award program, and a lecturer advancement initiative remain in place.
A Fully Unified Workforce
If ratified, this agreement will unify all of CUNY’s unionized employees under collective bargaining contracts. Earlier this year, CUNY finalized agreements covering 10,000 workers, including custodial staff, public safety officers, IT specialists, and healthcare employees.
Chancellor Rodríguez credited the success of the negotiations to Doriane Gloria, Senior Vice Chancellor for Labor Relations, and Sherif Soliman, Chief Financial Officer, among other university leaders.
The agreement now heads to PSC union members for ratification, with both sides expressing optimism about its approval. With steady wage increases, expanded benefits, and equity-focused initiatives, the deal sets a strong precedent for labor agreements across New York City’s higher education landscape.
