NYC School Chancellor Carmen Farina introduced the updated teacher evaluation system, after the state removed test scores from consideration in most teacher ratings.
The new rating is mostly based on classroom observations, tests created by educators and evaluation of student’s work. Farina said “today’s agreement increases professional development opportunities for educators”.
The new system mandates that educators may not be rated ineffective solely on the basis of test scores. The DOE also asked the state for a waiver allowing school staffers to perform classroom observations, rather than outside observers.
UFT president Michael Mulgrew was said to have collaborated with the DOE on the new changes.
The updated system will still have the same four-tier system that has been used since 2015. Highly effective, effective, developing or ineffective will remain in place.
The plan still has to be approved by the state.
